That changes how the opening gets written. Put the hook, the promise, or the question inside the first 125 characters and treat the rest as the payoff for people who tapped through. Opening with a string of @mentions or hashtags burns visible characters on text that does nothing to earn the tap.
Hashtags have their own ceiling. Instagram rejects captions carrying more than 30 hashtags, and the counter tracks your count against that cap as you type. Most accounts do better with three to five specific tags than with thirty broad ones, because the broad tags place you in feeds where nobody is looking for your niche in the first place.
